II. PROMOTE NEW AFFORDABLE HOUSING A Citywide ordinance to Promote the development of new affordable housing by a substantial Citywide decrease in allowable density combined with an even more substantial increase in density for developments that incorporate affordable housing or retain existing affordable housing, combined with strict prohibitions against the granting of any variances, exemptions, waivers or other beneficial government action except as necessary to provide Affordable Housing or under extraordinary circumstances needed for a public purpose.
